The movie was originally teased in the Japanese theatrical and Blu-ray releases of Sailor Moon Eternal which ended with a "To be continued." teaser. Ī Theme Song Collection album releases alongside Part 2 containing the vocal themes associated with the film including the main theme, opening themes, Nagareboshi He, and Happy Marriage Song. The song Nagareboshi He returns and plays a role in the plot like it does in the manga and 90s anime and is sung by the new actresses of the Three Lights: Marina Inoue, Saori Hayami, and Ayane Sakura. The main theme, Moon Flower (Tsuki no Hana), is sung by Daoko. Yasuharu Takanashi, who composed the music of the rest of the Sailor Moon Crystal series, returned and composed the soundtrack of Cosmos. While the Japanese Voice Actors have been confirmed to return from past Crystal projects, an English dub has not yet been announced.

Like Sailor Moon Eternal, this is a joint-production between Toei Animation and Studio Deen with many personnel from the previous movie returning. A new enemy targets the Sailor Guardians ending the peace they had won.
